The paper focuses on the status of Capital account liberalization in the ECOWAS region and the policy measures that could be adopted.Item The impact of macroeconomic policy reforms on Nigerian agriculture(Central Bank of Nigeria, 1996-06) Ojo, M.O.; Akanji, O.O.The aim of the paper is to identify the outstanding issues in Nigeria's agricultural policy in the context of the macroeconomic policy reforms adopted in the last ten years. Beset partly by macroeconomic policy distortions, agricultural sector performance was grossly inadequate in the 1970s and up to 1985. The macroeconomic policy reforms adopted in 1986 were aimed at removing the distortions to enhance macroeconomic stability and sectoral performance. A major finding of the study is that agricultural sector performance improved significantly especially during the initial phase of the policy reforms. However, the improved agricultural sector performance has not been sustained in recent years owing to poor policy implementation, lack of complementary policy measures to support the core policy initiatives such as the exchange rate adjustment and an imprecise agricultural development strategy during the period of reforms. The policy implications of the analysis include the need to strengthen and streamline the economic policy framework for agricultural development during deregulation, enhance policy analysis and implementation, design viable strategies for the delivery of services to producers, as well as institute a more viable public expenditure programme on the basis of well-defined public sector activities.Item A preliminary assessment of Agricultural Credit Guarantee Scheme in Nigeria.(Central Bank of Nigeria, Reaserch Department., 1983-09) Ojo, M.O.; Akanji, O.O.The basic objective of this paper was to review the main achievements of the ACGS and analyze the major constraints on its operations during the first five years of its implementation. The paper is organised into four sections. A summary of the objectives of the ACGS is presented in Section l while in Section 11, an analysis of its main achievements between 1978 and 1982 is undertaken. Section III contains a discussion of some of the major constraints on the operations of the Scheme while Section IV concludes the paper.Item Special remarks at the 7th CBN Executive Policy Seminar(Central Bank of Nigeria, Research Department, 1999-12) Ojo, M.O.Special remarks at the 7th CBN executive policy on in-house seminar on "central banking in the year 2000 and beyond: challenges for the Central Bank of Nigeria".Item The structural adjustment programme and Nigeria's export crop sub-sector.(Central Bank of Nigeria, Research Department., 1989-12) Ojo, M.O.The purpose of the paper is to evaluate the impact of the Structural Adjustment Programme (SAP) on Nigeria's export crop sub-sector. The programme is designed to increase production in the sub-sector with the aims of boosting exports, providing much needed agricultural raw materials for local industries and generating more rural incomes and employment opportunities. The package of policy instruments is a combination of fiscal, monetary and external sector policies with institutional and price reforms in the agricultural sector. The main finding was that a moderate rate of increase was achieved in the output of the subsector. Similarly, export volumes increased slightly, but export values increased substantially due to the depreciation of naira exchange rate. The supply of agricultural raw materials to local industries also increased marginally. Increased level of activities in the subsector has also improved rural living conditions moderately. Generally, the full potential impact of the programme has not been realised. In particular, constraints in the marketing and input supply components have largely persisted. The paper concluded that the recent developments in the subsector as a result of the SAP emphasize the need for a more effective agricultural policy for minimizing the domestic and external constraints on the subsector's growth and development.Item Welcome address at the 4th CBN Executive Seminar(Central Bank of Nigeria, Research Department, 1996-12) Ojo, M.O.Welcome Address delivered by Dr. M.O.
